This is one of those songs where everything has to tie together in a very neat way in terms of its lyrics. Arcadia, for the unaware, is a concept referring to a kind of… natural utopia, a land of splendorous natural beauty unspoilt by man. The opening drops the fact the “arcadia” the song talks about is all about the wind and the (sun)light, and then it devotes a verse and chorus to each, and as such making sure one’s metaphors and similes all tie back into that (even when the lyrics are not directly referring to them) is the key here, imo.

Of specific note: the choruses each end on a bizarre corrupted onomatopoeia. “hyuru” is an onomatopoeia used for the whistling of the wind, the rush of it past your ears, etc etc. Imagine trying to replicate the sound of the wind by whistling – it’s that “hyuuuu” noise. Kirari is a mimetic onomatopoeia used to indicate in writing the twinkle of the light, the shine of something illuminated by the sun or whatever. You know that thing anime does where it like, has a lens flare on something, and then will spin the lens flare while making a sort of ~twinkly~ noise? That’s basically the image it’s trying to evoke. Except in a more serious, “look at this beautiful landscape” sense.

Because Chihaya songs are always serious business.
